Place oil in a large skillet over medium high heat until hot. Add chopped pepper, onion, and garlic; cook 3 minutes, stirring often.
Add cumin, and cook 1 minute, stirring often.
Add turkey and tomato; cook 3 minutes, stirring often.
Stir in minced cilantro, salt, and ground pepper.
Boil water in a medium sauce pan. Place a screen over boiling water.
Place a tortilla shell on the screen for 10-15 seconds per side set aside, keep warm and repeat until all shells are warmed.
Place about ½ cup turkey mixture on half of each tortilla. Sprinkle cheese evenly over turkey mixture on tortillas; fold tortillas in half and serve.
